Controversy over Global Fund grant to KZN

The Global Fund to Fight AIDS has insisted that money earmarked for the South African province of KwaZulu-Natal must be spent locally, following concern that the South African government intended to use some of the US $72 million donation for national programmes.

The Inkatha Freedom Party on Sunday slammed Health Minister Manto Tshabalala-Msimang, accusing her of engaging in political subterfuge and delays while people suffered and died.

Much discussion at the Barcelona AIDS2002 Conference has revolved around involving men in microbicides advocacy initiatives. In a cross-section of short random interviews with 26 male delegates, 14 responded ¨Yes¨ to the question ¨Have you heard of microbicides?

Another Treatment Action Campaign (TAC) victory is about to be experienced in South Africa. The Constitutional Court has ruled that government must nationally provide Nevirapine to HIV positive pregnant women. The Constitutional Court requires the government to devise and implement, within its available resources, a comprehensive and well co-ordinated programme to support the process. The Durban Lesbian & Gay Community & Health Centre continues to fully support the TAC in this victory and struggles that will follow.

As the Barcelona Conference discussed future HIV/AIDS policy, new statistics from the UN indicate that the rate of HIV infection shows little sign of slowing. So far, major conferences on HIV/AIDS have scarcely considered older people, either as infected persons or as carers for infected family members. HIV/AIDS is considered a disease of the young, but in fact it affects the whole family and all ages.

President Thabo Mbeki has said that the confusion about a R600-million grant from the Global AIDS Fund to KwaZulu-Natal had been resolved after talks between the national and provincial government.
