An estimated 36 million people are infected with HIV and face disease and early death unless they receive appropriate life-extending medical care. In addition to tremendous human suffering, the pandemic has become a major cause of social, political and economic instability.

We, the Heads of State and Government of the Organisation of African Unity (OAU) met in Abuja, Nigeria from 26-27 April 2001, at a Special Summit devoted specifically to address the exceptional challenges of HIV/AIDS, Tuberculosis & Other Related Infectious Diseases, at the invitation of H.E. President Olusegun Obasanjo of the Federal Republic of Nigeria and in accordance with the agreement reached at the Thirty-Sixth Ordinary Session of our Assembly in Lome, Togo from 10 to 12 July 2000.

Release of the Report was delayed due to controversy within the South African government over its results, which show a rapid increase in mortality rates among young men and women in South Africa in recent years, and link this new age-specific increase to AIDS. The Report's authors estimate that approximately 40% of adult deaths aged 15-49 and about 20% of all adult deaths in the year 2000 were due to HIV/AIDS.

These responses emerged slowly at first, increased in number in the late 1980s, faltered in the post election period and may be gathering momentum once again.
