Community Responses To HIV/AIDS In South Africa: Findings From A Multi-Community Survey

This CADRE report examines the local-level responses to HIV and AIDS in three South African communities. It focuses on the activities of government institutions, civil society and faith-based organisations (CSOs/FBOs) and examines the dynamics and patterns of activity among these community level organisations. Findings from the study show a significant increase in organisation involvement in the HIV and AIDS response, with CSOs acting as key players.
However, the work is 'general' rather than specialised and is not well integrated with other activities. The study also found a general lack of capacity for basic monitoring and evaluation, as well as difficulties in funding the work.
The authors conclude that there is a need for greater coordination and integration of AIDS-related services within communities. They suggest that local AIDS councils or more integration of AIDS-related issues in municipal Integrated Development Plans (IDPs) could facilitate multi- stakeholder responses at the local level. The authors also highlight the need for mutually supporting partnerships with government agencies and other actors to complement top-down strategies. Building partnerships at the local level would help to enhance coordination and integration of services and strengthen ties between the diverse groups and organisations involved.
