First meeting of the new SA National AIDS council held

Press Release. Issued by the Presidency on behalf of Sanac. 3 November 2003.
The new and reconstituted South African National AIDS Council (SANAC) met for the first time on 1 November 2003 at the Union Buildings in Pretoria.

Representation of civil society has been strengthened both by the addition of new sectors and through having the representatives chosen by the sectors themselves rather than being appointed by government, as was the case previously.

The sectors now represented are: Academic; Business; Children; Disability; Hospitality; Human & Legal Rights; Labour; Local Government; Men; NGOs; People With AIDS; Religious; Sport; Traditional Healers; Traditional Leaders; Women and Youth.

The Deputy President, as Chairperson of SANAC, welcomed the new members, and introduced to the Council newly appointed members to the SANAC Secretariat.

The restructuring of SANAC and the strengthening of its Secretariat are the outcome of a review by SANAC of its work in the first two and half years of its existence. They will strengthen SANAC's capacity to fulfill its functions, namely: to act as the highest advisory body to government on HIV/AIDS/STI and related matters; and to promote partnerships for co-ordinated action in an expanded national response to HIV and AIDS within the framework of the National Strategic Plan.

The meeting was presented by the Secretariat with an overview of SANAC, including progress to date. It was noted that the strategic vision for SANAC emphasized the role of sector representatives in promoting, monitoring and co-ordinating activity within their respective sectors. In this context it was resolved that the new sector representatives should meet as soon as possible with their outgoing counterparts in order to prepare proposed programmes for the coming year, with budgets, to present at the next meeting, early next year.

It was agreed that that meeting should be an extended one to allow for thorough discussion of issues arising out of the sectoral reports and plans as well as other matters relating to the functioning and work of SAAC. It was also agreed that the meeting would discuss the policy of the SANDF on recruitment of people infected with HIV. The Council resolved that it should hold an emergency meeting as soon as Cabinet had made a decision on the operational plan on provision of antiretroviral treatment in the public sector, so that it could be briefed on the decision and its implications.

A report was given to the Council of the funding allocated to South Africa by the Global Fund to fight AIDS, TB and Malaria, in the first three rounds of funding. In the first round funds were allocated over two years to the Enhanced Care Initiative from KwaZulu/Natal (US$26 million); Lovelife (US$12 million) and Soul City (US$2,3 million). In the second round US$25 Million was allocated to the HIV/TB initiative over five years; and in the third round $15 million over two years for the Western Cape. Applications that were unsuccessful in round three will be reviewed in light of the comments made by the Global Fund and these will be submitted for consideration to other donors.

Government's plans to mark World AIDS Day on 1 December were presented to the meeting, and the members of SANAC were invited to attend the national event in Bloemfontein on 1 December.
